The United States is helping the Philippines with relief efforts from a devastating storm that hit late last month even as a second powerful typhoon bears down on the country.

State Department spokesman Ian Kelly told reporters Friday that the United States sends its condolences to victims from Typhoon Ketsana. Parts of the country's capital, Manila, are still awash from the worst floods in 40 years caused by Ketsana on Sept. 26.

Kelly says the United States is also monitoring Typhoon Parma, which was expected to hit the main island of Luzon mid-afternoon Saturday.

The United States provided immediate disaster relief after the first storm, and the U.S. military is assisting in rescue efforts.
