The European Parliament's environment committee says EU nations should offer at least ⁈lion ($45 billion) in aid to help poor nations cope with climate change.That figure is double what the EU's executive commission suggests the 27-nation bloc should donate to get poorer countries to sign up to a global pact to cut carbon dioxide emissions.
