Vice Minister of MOEA, Mr. Huang Chun-chiew said, “In order to ”encourage institutions to work towards conservation of energy and to encourage energy education in junior high and elementary schools, the MOEA since 1994 has annually held the “Excellent Energy Conservation Activity for Institutions”. Since 1999, the “Excellent Promotion in Energy Education School” was held also annually to select and to award their outstanding work. This year, the activity included 2 months of preliminary selection and secondary selection. In the 73 institutions and 46 junior high and elementary schools, a total of 16 institutions with excellent work in energy conservation and 10 schools with excellent work in energy education were chosen to be awarded.

The Bureau of Energy said, this year‘s excellent energy conservation institutions totaled an effective value of energy saved worth 144,000 liters. This is estimated to be worth the savings of NT$1.66B in cost. Therefore, the annual carbon emission decreased has reached 354,000 metric tons (which is 2.2 times the size of the Yang Ming Shan National Park), which is a very outstanding result achieved.

This year‘s institution which won award for their excellent conservation of energy includes,，the Formosa Plastic Corporation’s Mailio Factory、Jellice Pioneer Private Limited Taiwan Branch (Singapore)、Chi Mei Optoelectronics 7th Factory、Chang Gung Medical Foundation Taoyuan Chang Gung Memorial Hospital、Dayeh University, which is a total of 5 institutions are awarded「Outstanding Award」；CPC Corporation Taoyuan Refinery、Taiwan Power Company Hsieh Ho Power Plant、Gsharp Corporation、Kuozui Motors, Ltd. Chungli Factory、President Enterprise Yung Kang Factory、Marcronix International Co., Ltd. Semiconductor Factory One、Winbond Electronics Corp. Central Taiwan Science Park Factory、Tri-service General Hospital Neihu Branch、Executive Yuan’s Department of Health Taichung Hospital、Taipei Water Department、Far East University, a total of 11 institutions are awarded「Good Performance」。Their achievement in energy conservation is a role model for all to learn from. Therefore, in addition to the Award Ceremony, they are invited to share their experience in energy conservation. In 2010, there will be a lot of cooperation with these awarded institutions. These include energy conservation exhibitions, to spread the word of energy conservation, its related techniques and skills to all industries, so that the maximum benefits may be achieved.

The Industrial Technology Research Institute of Taiwan further noted that, through creativity and multi-methods of energy conservation models, it is worth the experience sharing to all sectors of the society. All that has to do with energy conservation , including industrial sector cross factory cooperation integration of thermo-energy, new technology to utilize hot mercury with cold water and hot water systems、re-use of carbon dioxide、massive use of energy conservation lightings、office air-conditioning control and locking、and off-peak power management as well as many other energy conservation methods；Institutions of higher education are promoting water fountains with electricity saving mode or time control、elevators with energy saving control mechanism and level control、dormitory hot water system with hot mercury equipment、office automation that shuts off power after work、computer controlled electricity saving mode、dormitory air-condition with card system power control、air-condition classroom with card control cost tally system、establishment of power requirement monitor system，and mercury street lamp with high efficiency energy conservation methods. These are all the achievement of this energy conservation competition.

The Bureau of Energy also said, strengthening student knowledge of energy conservation and its implementation in life, will allow the student to grow into the habit of energy conservation through learning. This is a very important part of energy conservation. This year’s energy conservation education award of「Outstanding Award」included：Taipei County, Sanchung City San Kuang Elementary School、Taichung County, Wu Feng Hsiang Je Feng Elementary School、Jiayee City Jee Hang Elementary School. A total of three schools are awarded the 「Outstanding Award」；Taoyuan County Kwey Shan Hsiang Hsin Lu Elementary School、Hsinchu City Ding Pu Elementary School、Ilan County Ilan City Lee Hsin Elementary School、Taitung County Cheng Kung Township Chen Kung Elementary School、Nantou County Private Pu Tai Junior High and Elementary School、Pintung County Yen Pu Hsiang Jen Hsin Elementary School、Pintung County Kao Shu Hsiang Tien Tse Elementary School, a total of 7 schools are awarded「Good Performance」。

Taiwan Normal University further pointed out that, in terms of school, this activity of promoting energy education’s excellent achievement schools and awarding them includes：setting down the energy education promotion plan guidelines and its implementation，the teachers may design different theme of teaching materials and multiple methods of promotion, so as to raise the interest of the students. The schools should have energy conservation promotion teams，to set down methods of energy saving and implementation. This is so that actual results may be achieved. Often, the school building, campus or energy system should have such considerations. In addition, the school should also join hands with the community to integrate resources, and hold energy conservation seminars and to team up with family and office co-workers, so that the concept of carbon emission decrease and energy conservation may be implemented in each family and community. Therefore, an all-rounded energy conservation purpose may be achieved.

In conclusion, the Bureau of Energy stressed that, energy conservation is the result of long-term work. It is believed that under the joined hands of the government and the industrial sector, the implementation of energy conservation will spread like leaves on a tree. This will guide more enterprise and schools to invest in energy conservation, creating a low carbon emission society in Taiwan and move forward in environment, society and economic prosperity on an eternal basis.2009/10/30
