The author of an austere new allowance system for British lawmakers says they'll no longer be able to use expenses to fund swank homes near Parliament, or to employ family members as staff.Christopher Kelly, a retired civil servant, says in future lawmakers should only be reimbursed to rent apartments in London, or to pay for hotel rooms while they are working in the capital.
He said the new regime gets rid of "the special features which gave scope for exploitation."
Lawmakers have agreed to adopt his recommendations. They follow a scandal over outrageous expense claims filed by legislators.
Lawmakers manipulated housing rules for profit, and attempted to bill the public for items including porn movies and an ornamental duck house.
