As negotiators worked in Barcelona on a global climate change treaty, Sweden's prime minister said achieving a legally binding pact was probably impossible this year.Fredrik Reinfeldt, whose country holds the European Union presidency, lowered expectations Wednesday for the U.N. climate talks in Copenhagen next month after meeting with President Barack Obama in Washington a day earlier.
In Stockholm, Reinfeldt tells Swedish Radio that "a legally binding agreement, like we have advocated in Europe, it's simply not possible to deliver." He said that was due to the U.S.' current inability to commit to a specific reduction in greenhouse gas emissions.
U.N. officials have also scaled back expectations for the Copenhagen summit, saying it likely won't produce a treaty with firm limits on greenhouse emissions, but an agreement on principles.
