Human rights groups say Turkey should arrest Sudan's president if he visits Istanbul for a conference because there is an international arrest warrant against him.Human Rights Watch and Amnesty International were responding Friday to reports that Sudanese President Omar al-Bashir will arrive in Turkey on Monday for a forum of Islamic country leaders.
Turkey has indicated that it would welcome al-Bashir, noting that visitors to the Islamic conference are coming for an international event, not a bilateral one.
The International Criminal Court issued a warrant against al-Bashir in March. It accused him of orchestrating atrocities in Sudan's western Darfur region.
Turkey is not a state party to the court and is not legally bound to arrest al-Bashir.
