A new report suggests overloading may have contributed to a small plane crash in St. Croix.The U.S. National Transportation Safety Board report quotes a police detective who witnessed the Oct. 29 crash as saying the Cessna 177 was straining to gain altitude shortly after takeoff. Another witness said two heavy bags were put in the rear of the plane with a passenger.
The preliminary report was released Monday.
The crash killed all three people on board. The victims included 50-year-old passenger Mark Atchley of Rockford, Tennessee. He was a master sergeant with the Tennessee Air National Guard.
The other victims were 58-year-old David Bentley of St. Croix and Elium King of St. Vincent.
