The EU's 27 leaders were meeting Thursday to try to agree on naming a first full-time president and new foreign policy chief.
The decision of socialist leaders from countries including Britain, Spain, Portugal, Austria and Greece to back Ashton for the foreign policy job means there is nearly no chance that another Briton would get the EU president's job. Former British Prime Minister Tony Blair was once considered a leading contender for that post.
