The announcement comes days after Kosovo's first local poll since independence. The poll took place amid renewed tensions among ethnic Albanians, but was hailed as a success because some minority Serbs voted despite calls for a boycott.
Mayoral candidates face run-offs in 20 of 36 municipalities.
