Italian Prime Minister Silvio Berlusconi says he hopes to bring Israel into the European Union.

Berlusconi arrived in Israel on Monday along with eight top ministers for a joint Cabinet meeting with their Israeli counterparts. The Italian delegation was greeted by an honor guard in Jerusalem.

Under Berlusconi's leadership, Italy has become one of Israel's strongest allies in Europe. The Italian leader told Israeli Prime Minister Benjamin Netanyahu that ultimately he hopes to make Israel an EU member.

Israel has close trade ties with the EU, but has never expressed interest in joining the bloc. Netanyahu praised Berlusconi as "one of Israel's greatest friends."

The three-day visit will include a stop at Israel's Holocaust memorial and meetings with top leaders.
