It said Thursday there were no casualties as one MiG-29 landed safely, while the pilot in the second plane ejected before it crashed.
The ministry said the collision occurred Wednesday while the planes were maneuvering in poor visibility.
A ministry panel has opened an investigation into the accident.
The MiG-29 is a twin-engined fighter which was commissioned by the Soviet Air Force in the 1980s and has remained in service in Russia and other ex-Soviet nations. It is used in some 20 countries worldwide.
