USAID to begin focusing on housing financing in Haiti, not construction: New director

PORT-AU-PRINCE, Haiti (AP) -- The new Haiti director for U.S. Agency for International Development says that it will no longer focus on building housing for people displaced by the 2010 earthquake in the Caribbean nation.

USAID Haiti mission director John Groarke tells The Associated Press that the agency instead will try to provide financing for people to build their own homes.

The change comes after a report from the U.S. Government Accountability Office criticized the USAID effort to build housing as part of an industrial park. The agency had aimed to build 15,000 houses but now plans to build only 2,649.

The drop stems from unresolved questions over land ownership and from inaccurate original cost estimates.

Groarke began his post in Haiti in August. He spoke to the AP Monday.
