Draft of special rules for FEPZs gets the green light

The Executive Yuan has passed a draft of special regulations for the free economic pilot zones (FEPZs) on Thursday, which features market liberalization, expanding market access, free movement of highly-skilled foreign workers, and also concerns of the manufacturing, service businesses, and land management.

Taiwan's Premier Jiang Yi-huah said that the inclusion of education innovations as well as professional services in the special regulations for FEPZs has demonstrated the government's determination to open the market further and has created favorable conditions for Taiwan to join international trade deals, to facilitate business transformation, and to promote economic growth.

FEPZs is developed in two phases. The first phase was kicked off in August with the Executive Yuan's approval of the establishment of FEPZs and the easing of various administrative rules. The second stage, which focuses on tax incentives, will have to wait until the Legislative Yuan passes a special law governing the operation of the zones. 

Jiang urged concerned government agencies to effectively communicate with lawmakers in order to push for an early passage of the bill.
