Voters in Kosovo choosing mayor of tense northern town of Mitrovica; 4th attempt in 4 months

MITROVICA, Kosovo (AP) -- Voters in the Serb part of Kosovo's town of Mitrovica are choosing a mayor for the fourth time in as many months after previous attempts failed.

The main contenders in Sunday's vote are Belgrade-backed hardline Serb, Goran Rakic and Oliver Ivanovic, in jail as a war crimes suspect in an investigation by the European Union rule of law mission in Kosovo.

Kosovo declared independence from Serbia in 2008, a move backed by major Western powers but not recognized by Belgrade.

The winner of the Dec. 1 poll forced a new vote after refusing to swear allegiance to Kosovo's predominantly ethnic-Albanian institutions. A Serb candidate working with the government in Pristina was shot and killed last month in the run up to the poll.
