The occupation phase of the Sunflower student movement will draw to a close at 6pm as students pack up their gear and move to Jinan Road outside for a final round of speeches to cap off the stage that began March 18. Chen Wei-ting called on students in the Sunflower movement, the Black Tide movement and other supporting groups to prepare for the next phase, which the student leaders have dubbed, "Turn defense into attack, and sow the seeds of the next phase as you go".

Chen emphasized that the Sunflower movement is far from over, reminding the students that leaving the Legislative Yuan is just a transition period for the movement. “This is only a comma in our story,” he stressed, “and not a period.” Chen said the students will follow developments in the Legislative Yuan and other government branches to make sure the government acts in line with the students’ demand to put an oversight mechanism into place before reviewing the trade in services agreement with China.

The remaining students spent most of the day talking about their experiences in the past three weeks and taking pictures. Meanwhile oher groups such as the pro-independence Liberal Front which have taken advantage of the students’ action to promote their own agendas will also be moving out during the period from 6 to 9pm.

Some 1600 police will be deployed to maintain order in the area, and police officials stress that they will take no action as long as everyone remains peaceful. Taipei Mayor Hau Lung-bin said Thursday morning that the Taipei City Government will adopt a flexible approach to deal with anyone who is reluctant to leave the Legislative Yuan area and persuade them to disband.
