GEORGETOWN, Guyana (AP) -- Guyana's two main parties haven't been able to agree on how to hold elections in the national capital for about two decades.

Now they can't agree on who's overseeing administration in the city.

The opposition-led Georgetown city council recently voted to oust city clerk Carol Sooba and named Royston King to replace her. A court upheld her dismissal.

But Sooba has appealed and a national minister who oversees the capital district insists she's still legally clerk. She asserted her claim this week by temporarily locking officials out of city hall this week, forcing them to meet outside.
