Shin Shin Gas chairman apologizes for explosion

A suspected gas explosion at noon August 15 tore through the third floor of a residence in the Yongbao Ankang community in Xindian, killing a 59-year old woman and a male toddler in the Chen family. A two-year-old girl in the same family sustained second and third degree burns over 90% of her body, and another 13 people were also injured.

Personnel from the Shin Shin Natural Gas Company have been charged with at least five major acts of negligence, but General Manager Li Ching-kuo denied any wrongdoing for two days. On Sunday Li finally bowed in apology and admitted negligence on behalf of the company. He said that in addition to providing compensation, the company will also strengthen education and training of staff to avoid having a similar situation occur again .

A Fire Department investigation showed that the explosion involved methane gas and that residents had reported smelling gas in the afternoon of August 15 to Shin Shin. Technicians from the gas company checked gas levels in the building, spending only 5 or 6 minutes and then leaving after telling residents that the smell was coming from the elevator well in the building.

Video recordings of the technicians’ inspection showed that they were carrying gas detection devices but failed to inspect any of the residences in the building.
