UN chief urges Iraqis not to revert to revenge

Secretary-General Ban Ki-moon is urging Iraqis not to revert to politics of mistrust and revenge, but to work together to promote national reconciliation and build on the success of provincial elections and improved security.

In a report to the U.N. Security Council, Ban said that since mid-February "there were encouraging signs of progress in Iraq" on the political and security fronts. But he said the national reconciliation process "remains delicate" and continuing attacks against civilians serve as a stark reminder of the ongoing security challenges.

The report, issued Monday, said al-Qaida and other extremist elements continue to demonstrate the intent and capability to conduct major attacks against government officials, security forces and the local population.
